Public operator views show safe public status and aggregate cluster information only. Private contracts, raw identity files, private endpoint data, and raw evidence are not public.
The operator model limits each operator to a maximum of two clusters.
This limit is designed to maximize decentralization while still allowing an operator to expand if the operator qualifies and wants to grow.
A second cluster cannot be located in the same physical location as the first cluster.
